IF Any citizen wishes to vote outside of their current party..lets say you are Democrat and you wish to vote for a Republican canidate you can request a Independent ballet to do so in a Primary election only.
Only in a Primary Election the citizens of Ohio can vote on a Independent ballet.
Under Ohio Revised Code Section 3513.19, .20 and directive 2015-08. R.C. 3510.06 (D) and 3513.20
So if you have a candidate that you want to support outside your party preference the Primary is where you can vote as a Independent and your vote will counted for that candidate.
